A client may issue approval to a supplier on agreement to adopt pay and charge rates that are below the consultancies standard terms. Where these terms of business become identical across the supplier base, quality of service becomes the main criteria for competition. The client would typically use this method with a supplier to give them a level of individual or group exclusivity with requirements in recognition of the reduced fee structure. Many clients see the benefit in putting in controls where they have too many suppliers on varying rates and terms. It is usual for suppliers to go through a formal pre-qualification process in order to ascertain their suitability. Following this process, suppliers are then appointed to the PSL which is structured with standard fee structures and a delivery Service Level Agreement with Key Performance Indicators. The PSL is a restricted list that gives suppliers the opportunity to increase their business levels with the client, whilst allowing client “leverage” with their chosen supply. ![]() A Master Vendor agreement is usually appropriate where the client requires a single contract put in place to cover the supply of all personnel across all sites and departments. This may include permanent recruitment services in addition to the supply of contract staff. Under this structure there would be first and second tier suppliers who are managed to ensure that the client is guaranteed a 100% vacancy fulfilment.
